Draft/Pending review/Approved/Rejected. Once Approved, a draft is ready to send — that happens on the separate Dissemination screen, not here.
Drafting is Analyst/Admin-only.
Switch role via the header user menu's "Preview as (mockup only)" to Analyst or Admin to see draft records.
