vocabulary (FR-19A) — a matrix cell is never free text.

hazard × asset combination — a residential building
responds to flood depth differently than it does to wind, and differently again from a
school. A different combination is a different row in this registry (e.g. "Flood-plain
settlement density — Flood — Residential buildings"), not a second curve packed into
this one.
